The FTB call center lost 32 positions in the recent round of cutbacks, continuing furloughs, and reduced call center hours. The FTB says they are NOT planning to provide extended weekday or Saturday hours for taxpayers or tax practioners. Call center hours are 8 am - 5 pm.
In 2009, the FTB answered approximately 45% of the calls from the local taxpayers. They are expecting to answer approximately 27% of the calls in 2010. When it comes to assisting the tax practioner with problem areas, the FTB is expecting to answer about 50% of the calls in 2010 (down from 65% in 2009).
The website to the Franchise Tax Board might be the only solution. They do have a section called "MyFTB account" were you can resolve many of your questions. The FTB will give you a PIN number and you can verify whether or not you have filed, and the estimated payments made.
