Many of the recent tax relief bills were designed to be phased in over a number of years, or are indexed for inflation. The response to the country's economic trouble have resulted in all kinds of legislation to include tax credit for first time home buyers, payroll tax credits for hiring the unemployed, sales tax deduction for purchasing new vehicles, increased equipment expense deduction, a change in the college tuition credit and partial exclusion for taxing the unemployment benefits. Some of the changes are the result of new law and some of the changes are the result of old laws which have expired. The changes are a still unfolding.
